Some Apprehension that William 11. May Die of Cancer."' Foreign Correspondence Philadelphia Telegraph, For the moment, alio, Germany in possessed by a wild fever of military enthusiasm. While the aged monarch, William 1., continued to reign, i< was felt that war was not possible. With Frederick 111. Germany»had a riiler who was a moßt determined opponent to all idea of war; but with the present young Emperor the military spirit is again in the ascendant, and this certainly renders the situation dangerous. His royal progress through Russia, Austria and Italy also suggests military alliances that seem to promise easy victories. Therefore young military men are all in great excitement, and seem to imagine that their young Emperor-King is going to lead them all to glory in a very Bhort time. Unfortunately for them, and for mankind at large, the real truth is net published. Of course, in the German press any attempts at criticism are altogether out of the question; but even in the English journals we have sycophantic accounts that are not creditable to what should be the impartial and enlightened guides of public opinion. We are made to believe that the young Emperor William distinguishes himself, shows himself a great a ud powerful monarch, and is received with unanimous applause. Such is not the case. Undoubtedly, so far, the Emperor has display edct-rrain kingly qualitiesjhas given proof of some Bt reujfth of will and some aptitude for work. But how long will this last? *' e arc told of his manly presence, but we do not And mention of the ominous cotton-wool pads that fill bis ears to the outer air away from the ulcers that any moment may eg. ec ' his brain. Tuen there are the racking I'uralgic pains thatikeep him awake all night and make him get up at untold hours in the morning. On such occasions h'e seeks to forget his suffering by making surprise visits to barracks,where he does not fail to vent the ill humor caused by pain on any one whom he may find at fault. These are the freaks of a sickly man. Who shall measure the political importance of such sickness? Who shall say how soon this young life may be cut of)? and then what will, what can, happen? The German people cheer for the Kaiser; they are that all authority, all greatness, ad power, should be concentrated in the •one hand of the Kaiser, and nature, as if to prove how false, how wrong, is such a doctrine, strike both father and Bon Wi L _ *ave constitutional maladies, eo . that the one could only reign a few months. These ■ are considerations which are forgotten by the gushing writers who describe the royal pageant, and yet who shall say but that they are not much more important than the uniform tite sovereigns wore or the number of times they pretended to kiss.
Suggestions About Kerosine Lamps.
Brooklyn Standard Union. All who have experience in mineraloil lamps must, sooner or later, learn that the condition demanded for their burning without smell is that the wick . shall be turned up so as to obtain a fullsized flame without actual smoking. It is commonfy supposed at first that by keeping the flame low all objectionable odor is prevented, but the contrary is the case. Something more may be learned by first charging a lamp with a measured quantity of oil, burning it with the flame at full size for a given time and ascertaining the loss of oil, then making a second experiment with the same lamp, same quantity of oil, burning the same length of time, but with the wick turned down so as to have but a fraction of the amount of light supplied during the first experment, On measuring the loss of oil this time it will be found but little less than in the first case. Therefore, in turning down such lamp flames we obtain no saving of material as in turning down a gak flame. The reason is that with a low flame a considerable quanity of the products of incomplete combustion are making their escape into the air, and these are hot only offensive to the sense ■at smell, but are also injurious to the health.
Does Excitement Shorten Life?

Whoever hat studied man’s earthly tenure and the caused whieh tend to lengthen er curtail it, will have scarcely failed to notioe how contradictory is the evidence of those we naturally look to to explain them, and that their evidence, even when they agree, does not always accord with what woqld seem to be the facto as they appear around us. One authority says general physical development is necessary to prolong life, while another insists this is not required if the day’s employment does not call for physicaLexertion. Dr. D, B. Richardson, an eminent English authority, declares, among many obvious, though scarcely novel, propositions, that everything that quickens the action oi the heart, any
kind of excitement, taxes and reduces the Btorage of life. If this were said of those naturally feeble or inheriting disease, or even of those leading sedentary liveß and living from day to day without the invigorating benefits of fresh air and exercise, it would seem reasonable, for one does not haveto be a skillful physiologist to know that excitement affects the nerves as well as the heart. But is the statement strictly true when referring, as here, to the entire human fami-
ly? Surely soldiers engaged in actual warfare, and sailors in peace, as well as war, live among excitement, besides being notoriously addicted to indulgences, as to drinking and smoking, yet they axe long-llyed. Statistics show it and observations corroborate them. The pension list of the British army, giving the ages of the beneficiaries, men who have served in all elimates foi* from twenty to forty years, and excluding those pensioned sooner because of “wounds received whiie in the performance of duty,” showm that soldiers do not die as other men doj so it is with the naval pensioners of the Green which Hospital, now scattered over Great Britain because of its abolishment. In the merchant service to-day it is no uncommon thing to find a man seventy years old in charge of a vessel —a post requiring activity of body as well as of mind. From this it would appear that e sound human body can withstand hunger and exposure, and even frequent,excitement, if only there is plenty of fresh air and exercise of a vigorous kind thrown in.

Army and Navy Review. The army surgeon Was one night annoyed by the . coughing of the sentry outside his tent.
