The President has signed the bill appropriating SBO,OOO for pensions. Prospects are fair for the passage of the bill to establish a Soldiers’ home at Marion, Ind. The Senate Committee investigating the civil service took testimony Friday at Baltimore, Charles J. Bonaparte .testifying that a number of Federal officials were active partisans. When John Quinn, clerk to the boiler and steamboat inspectors, was called he refused to show a specimen of his handwriting, though he is supposed to make out permits, bills, etc. He receives $1,200 a year, but acknowledged that he had done none of the work since his appointment, relegating that duty to his son. The inference is that Mr. Quinn cannot write.
