A special cable to the Cincinnati Enquirer of Tuesday says: The settlement of the dispute between Morocco and America is a shameful back-down ior the State Department The forms which were finally gratefnlly accepted were refused point blank ten days ago. The American prestige at Tangier was not destroyed by the settlement, fpr, since the late lamentable naval demonstration, it has ceased to exist. After Consul Lewis had refused to allow the mediation of the Italian and English Ministers, the Saltan’s Special Commissioner, Faki El Emini, started on his way to Fez. Unon receiving peremptory orders from the State Department, Consul Lewis dispatched a special messenger after Faki, begging him to forget the formal refosal and concede arbitration by the British Minister, Sir Kirby Green. This Faki graciously agreed to do.
