There are few bureaus of the Government that will suffer yery seriously by the failure of the bill, but most of them will be inconvenienced and delaved. The Navy Department is left short of money for work on the Chicago ani Boston, and it is not quite certain whether the department can go ou with the work of arming these vessels. Thirty-five of forty employes at the Capitol have been summarily dismissed because there will be no money to pay them.
