FOREIGN.

During the election in Santiago, the capital of Chili, a riot occurred in which forty persons were killed and many wounded. The result of the elections is supposed to be in favor of the Liberals. A Teheran (Persia) correspondent writes that the Shah has signed a firman granting ex-Minister Winston the right to build a railroad from Teheran to some point on the Persian Gulf, with the privileges of all the mines not worked at present. The Persian Foreign Minister, however, still holds the document, refusing to place it -in Mr. Winston’s hands until he shall have paid a large bribe, the first installment of which was to be $30,000. Mr. Gladstone inaugurated the electoral campaign in Great Britain most auspiciously. His journey from London to Edinburgh, was an unbroken series of popular demonstrations, which proved that the masses of the British people are enthusiastically loyal to him. Even in the metropolis, where Mr. Gladstone’s popularity has never been so great as it has been in the provinces, the crowd was enormous, and there was not one in the vast throng who did not .come there to express approval of his political programme. In the few brief ■ words which he addressed to the assembled thousands he put the issue before the electors plainly and directly. He warned them that an effort would be made to befog it by subterfuges and disguises, and to divert their attention from the main point. “The question,” he said, “is solely whether Ireland shall be trusted to manage her own affairs.” This was the keynote of his speeches during the journey. ... Mr. Gladstone opened the campaign for home rule in Ireland with a powerful speech before a great audience. His remarks were received with approving cheers, aud the passages iu which he ridiculed the atlernative plans of Harrington and Chamberlain were especially applauded. The Premier spoke for an hour and a half. At the ilose of the address the audience indulged in prolonged and frantic plaudits. After the cheering had subsided a vote of confidence iu Mr. Gladstone and his policy was carried unanimously amid great enthusiasm. At a meeting of Belfast Loyalists it was agreed to send fifty men to stump England and explain the alleged dangers of home rule.... Mr. Parnell was asked the other day as to the prospects of the campaign, and replied: “I consider the outlook a most favorable one. I regard the late reverse not as a defeat, and not even as a check, but necessary in order to bring abont that clearing of the decks which is so essential to carry a satisfactory bill through Parliament. Mr. Gladstone is certain to triumph if his health and strength last. His appeal to the English Democracy will go home, and the working classes will see that of the Irish question is unavoidable if those great reforms for whieh
