FOREIGN.

Anotheb terrible mine explosion is reported from Wales, the particulars of which are furnished by the following dispatch from London: Intelligence conies from Pont-y-Pridd, Wales, of a colliery explosion at the Ferndale pit, near there, and that 460 miners are intombed. The explosion' occurred in the upper of the two seams. There were 750 men in the mine at the time of the *cplosion. The majority of these were' in tno lower seam, otherwise the death-list would have been much larger. As it was, jit least fifty men were killed in the upper seam and scores were terribly burned. The injured were carried to places of safety by their more fortunate companions who had not been hurt. Hastily equipped rescue parties are laboring in the pit for the relief of the buried colliers, and it is now hoped that the greater part of them may be taken out ajive. The explosion was caused by fire damp, which was ignited from the lamp of a careless miner. The scenes at the mouth of the pit are said to be heartrending—the throngs of women who crowd around the mine shrieking and wailing as the body, of a husband or brother is brought up by the rescuers. The disaster is considered to be the worst that has taken place in Wales for a number of years. The latest dispatches say that 320 men have been rescued. Seven are so fearfully burned that they may die. William Sheehan, who was convicted of having murdered his mother, his brother Thomas, and his sister Mary at Castletownroche, near Cork, Ireland, has made a full confession of his crime. He exculpates his brother-in-law, David Browne, who is under arrest..-. .A portion of the victorious hrmy of Bulgaria, on its return from the front, received an enthusiastic welcome from the citizens of Sophia. An English war correspondent states that so great is the lack of discipline among the Servian forces that the life of King Milan is constantly threatened.... The London Timex suggests as a solution of the Irish question the exclusion of the Pameliites from Parliament and the proclamation of martial law in Ireland. With these conditions the whole affair, it thinks, could be settled in three months. Bib Ambbose Shea, a native and a Catholic, has been'apppinted Governor of Newfoundland... .The Rev. Marcus Gervais Beresford. Protestant Archbishop of Armagh, Ireland, is dead. He was born in 1801.... The Pope is suffering from a kidney complaint, and has been ordered by his physicians to take a complete rest.... The Emperor William is in the best of health and spirits. The London Daily News says editorially that an Irish Parliament, strictly limited to legislation on purely Irish questions, would be the beginning of pacification, and is the essential condition of it... .The Standard says: “Gladstone has done more for home rule iu a week than Parnell and his agents have done through years of toil.” It suggests that the Irish National movement can be,, more properly called the IrishAmerican movement.
