He proposes a bill requiring passenger steamers to leave a correct passenger list at every-port at which they stop. Jhe object is' to provide accurate nilofniation incase
of disaster. The bill will make it a penal offense to neglect to leave a list I 'correctly showing the number and names of persons on board, the ports of embarkation, and the ports of destination.... The Treasury Department has just made an estimate of expenses for the same time, placing them at $330,000,000. This shrinkage in receipts will compel Congress to cut down many of the usual appropriations add throw a damper on contemplated improvements in the navy and other departments.
