This action was determined upon at a prolonged Cabinet council. ’When the Premier arose in Parliament to announce the resignations, he received a hearty ovation from his ad- ’ mirers. The defeat of the Government was entirely unexpected, both by its supporters and opponents. The resignation of the Cabinet caused a feverish feeling on the Stock-Exchange and a decline in consols and Russian securities.
