In his new book Judge Tourgee shdws, by a series of tabulated statistics, drawn from the census by decades down to 1880, that the colored race is increasing at a greater ratio than the white race in the South; that it already numbers one to every two of the white population, taking all the States together ; that in eight of these. States it averages 2.4 per cent less than one to one; that in three of the States it averages 3.7 per cent more than one to one; while by the increased migration of whites, added to the greater reproductive powers of the blacks, • the disparity increases at even more rapid rates. . ■ There are 83, £79 organized militia in the United States, and 6,580,506 menavaik able for military duty.
