The convicts in Joliet Penitentiary make all the tobacco used in that large prison. A room is fitted np with presses and all necessary machinery for making plug tobacco, the best of raw material provided, and as the Warden is not required to pay any tax under the revenue laws, the convicts, nearly all of whom use the weed, are provided at cost.
