Indianapolis, April 9 —The bill concerning proceeding In crlininal cases was passed by the senate to-day, after which consideration of the pub lie offence bIU was resumed. The minimum fine for selling intoxicating liquors to an intoxicated person was reduced from fifty to.five dollars, and the provisions imposing a fine and imprisonment for being found, drunk in a public place were stricken out.
In the house the senate bill making eleven pounds of sorghum molasses a gallon was passed; also the following house bills: To prohibit the sale of drugs; to provide for the election by the general assembly of one president mid trustees tor the government of the benevolent institutions of the state—yeas 46, nays 30; to enable towns and cities to surrender or disannex a portion of their corporation limits; tQ /.ItJto anrf towns of, 4,500 and over to construct and maintain - water works; te separate the manufacture and sale or commercial fertilisers; to authorise a levy of ten mills on each SI,OOO for every ten miles to con- - struct and repair free gravel roads.' The bill touching the government of the benvoleut institutions contemplates patting the management of these institutions in the hands of the dominant political party, and gives the governor the appointing power. It has an emergency clause.
