House Bill No. 130, known as the State Tax Bill, has been passed by the legislature with the emergency clause stricken out, and the same will not apply to the assessment of property tor the year 1903. The assessment of property, real estate and personal, will begin as heretofore, April 1,1903, and be governed by the law as it is now, the new law not affecting the assessment of this year. v
