London cable: Percival Spencer, the aeronaut, offers to sail his airship from London to Paris for a prize of $25,000. is a brother of Stanley Spencer, wno on August 19 last ascended in a dirigible airship over London, directed his airship apparently in any way he chose and finally he landed at Harrow.
