Washington special: The Navy Department has received a cablegram from Rear Admiral Roblqy D. Evans, second in command on the Asiatic station, announcing that he is en route to the port of Ichang on the great Yangtse River, near the Province of Szechuan, to investigate the Boxer disturbances.
