Laugh on Congressman Hopburn.
Congressman Hepburn of lowa has developed an unfortunate but laughable facility for making bulls, which, of course, never appear in the Congressional Record. While debating the Nicaragua canal bill he spoke of “wafting the sailing vessels that desired to cross the continent.” A roar of laughter greeted the remark, to be renewed when someone suggested that “the gentleman from lowa had prairie schooners in mind.”
