Righta of Americana Abroad.

If governments guarantee the*’ safety of foreigners they should be made to do their utmost to fulfill their obligations. If an Indignity should be put on an American citizen it should be the cause of an immediate rebuke from the cannon’s mouth. An American- citizen should be free to go and come in any civilized couatr# so long as he observes the laws of that country, and any effort to abridge that privilege should be reseated.—Memphis Commercial-Appeal.
