France May Make New Loan.

The Temps at Paris says it views with alarm the constantly diminishing revenues of the government. The returns for September show that the receipts were $4,000,000 below the estimates, and the receipts for nine months show a deficit of sls 000,000. The only remedy for the present condition seems to be a further loan, although the debt of the country is already of colossal proportions.
