ESgLand. j 'lfhe (attention of all classes is concentra- j ted on the Budget, and meetings pro and con arc held in all directions. The conservatives show increasing hostility to both Budget and commercial treaty with France, and in the House of Lords an explanation had been called for of the article whidh binds England not to prohibit the exportation of coal. Lord Russel stated in Parliament that the apecial mission of Lord Elgin to China had not beefl definitely arranged. Lord Russel also announced that he would introduce a Reform bill the first of March. He that correspondence was progressing with the Government of the United States with respect to free admission to American coasting trade between Eastern States"and California, &.C., but the matter was nothin a position to be laid before the House. In response to Mr. Peel, Lord Russel said that enquiries had been addressed to Sardinia ns to whether there was an intention to cede Savoy Pb France. Sardinia denied any such intention. Earls Granville also announced in the House oFLords, that France will do nothing touching that annexation without first consulting the great po\Vers, and obtaining consent inhabitants. A motion in the House to abolish flogging in the Navy, was negatived. Advices from Madrid state that Marshall O’Donnell is nc.ively engaged in reconnoitering the country surrounding Tetuan; he had received delegations from the Moorish Government, asking on what terms peace wdpltl be granted, and had referred the question to his superior, who had despatched a messenger to Tetuan with the conditions on which peace will be granted. Public spirit, in Spain, is warlike, and it is believed will continue.
