Ex-Senator Jones, of lowa, as has been ar nounced, declines the mission to Bogota tendered hi oby the President. Tire declination. it has been ascertained, was based on the fact that he did not understand the Spanish language, and his refusal to accept has been agreeable to the President since the discovery by him that Jones understood neither the Spanisti nor the Engli-h languages. Yielding to the solicitations of many of the prominent members of the Democratic party in Indiana, who are anxious to ignore, for the Suture, the L'Compton test, the President has determined, we learn, to tender the Bogota ministry to our esteemed fellow citizen, Richard J.
