Leavenworth, Monday, Aug. 2 2, 1858.£ Per U. S. Express Bonneville Aug. 22.$ The Utah mail, with dates to July 31, has arrived? The news is uninteresting. The army "continues occupied with their preparations for the Winter. All was quiet in Salt Lake City, Surgeo- Watts of the Army arrived with the mail The Board of Commissioners constituted by the English bill have issued a proclamation, declaring the propositin rejected by 2,512 majority. The whole vote cast was 13,088, no fraudulent votes were received. A few precincts were rejected, on account of informalities.
