In the House of] Representatives of Minnesota, on the 26th ult., Mr. Starkey, a Democratic Representative from St. Paul, offered the following resolution; ‘•Resolved, government, to be just and legitimate under our Republican system, must rest upon the free consent of the people governed; and that in our opinion the attempt of the Administration to impose the Lecompton Constitution upon the people of Kansas against their consent, was an infringement of this principle of a free Republican government.” The Lecumpt,unites adopted the usual Parliamentary tactics to stave off'a vote, hut to no purpose, theugli the Speaker made arbitrary and absurd decisions in their favor. The resolution was adobted by a vote of 4 •} to 23. The vote was thus politically divided—For the resolution, 31 Republicans and 11 Anti-Lecompton Democrats; opposed, .23 Lecompton Democrats. Mr. Slicetz, Republican, offered the following resolution: “ Resolved, Thai vit'e approve of the course of Stephen A. Douglas, General Shields, and others, ip their opposition to.tiie attempt of the Administration to force the Lecompton Constitution u|k>n the people of Kansas in defiance of their expressed will and wishes.” This resolution was adopted by a Vote of 4 1 to 20, politically divided as-lollows: For the resolution, 31 Republicans and 13 AntiLecompton Democrats; against .it, 20 Lecompton Democrats.
