Oscar Straus Held That Position Under President Cleveland. Oscar Straus, who has been nominated as minister to Turkey, is a Democrat, and held the same position during President Cleveland’s first administration, when, although a Jew, he was exceedingly popular among the Christian missionaries. They have placed on record at the State Department formal testimony of their appreciation qf his services, and privately they assert that he was the best minis-
