Tho Eni of tho M'Jlellan Plan. The withdrawal of McClel. lan's army from the Peninsula conceded the, disastrous military mistike of the plan ot marching to Richmond by tint route. The general anticipation of the public when this route was i-iiqmmi have been fatally fulfilled It might as well be ,aid that Napoleon's invasion of Russia failed lor want ot' re-enforcements, as to repeat this senseless cry in this ease The needed and available force was part of the original plan. The attempt had over lor ty thousand more troops than the original plan contemplated. Hut on the defensive plan of invasion, it would have tailed all the same with twice the number. The army of the whole country might have been sucked into this horrible maelstrom. Successful invasions are impossible without
prompt advances. The (General who gives three, month's warning of his approach, and sits down to fortify nt every show of resistance, until the enomyhas time to draft and organize troops from a population of eight millions, will always he -outnumbered, and must inevitably fail. The terrible sacrifices of this failure, in brave, disciplined men, in money, ami in delay which has given a year to the establishment of the Southern Confederacy, have been suffered that a (ieneral who had not the confidence of the country nor of the Government, might "have a chance," as it was expressed. The existence of the nation has been staked lo build up a broken-down personal reputation. Tüe new sacrifices which the Administration is calling upon the people to make to retrieve this disaster, demand that it shall relieve the armv from the incompetency which has destroyed a great army, and periled the caue. The Government which lays its strong hand on the lives of the loyal people and devotes them to the salvation of the nation, should be equally stern in cutting off the military incapacity in every quarter which wastes their blood to no purpose. Cin Gazette . (XT We publish in another column some extracts from the speech of the Hon. Geo. V. Julian on the recently defeated bill in Congress 'to confiscate the property and free from servitude, the slaves of rebels.' We regret that want of space forbids its Imblication entire, for we wo;. Id e glad to give our subscribers the opportunity of reading the discussion of so grave and important a question by one so learned in th law, so able in nrgumenVo rloqumt in discourse, so warm in patriotism, as i the IvepreS'Mi'ntive bom the 4 Jiurnt District.' Th"4 mime of Geo. W. duct; and worthy of admiration in his discharge of all the duties and relations of life. The opinions of surh a man are entitled to some weight and consideration touching all matters of public interest; and as for oursclf we prefer learning what those opinions are by reading his own Fpeeches, rather than thro' the dirty channel ot the whiskeyinspired efforts of some pokerplaying, slavery worshipping National Democrat, who felicitating himself on being 'national and conservative,1 denounces Julian as sectional and radical SeymouTy Ind. Times. Furo Water for Steck. A good draught of good water, is, probably, as refreshing to beasts as it is to people. Hut, in the month of August, nearly all domestic animals suffer far more than we imagine, for want of good water. Sheep will thrive far better if they can have access to pure water. Teams wili endure the. heat far better if they can have a plenty of clean pure water; and if milch cows must drink stagnant water wherever they can find it, bow is it possible for them to give their usual flow of ijo od milk. It is impracticable for them to do it. Some people allow water to stand in troughs, day alter day, many times compel their animals to drink it all up. Did such peo pie ever drink water from an old dirtv slon nail, after it bad been allowed to stand in the sunshine for two or three days? Let them try the experiment of drinking such water, and wait the result; and thev will be prepared to ex press .'correct opinion, whether or not such water is as good tor stock, in the sultry days of August, asnure cold water would be. Water troughs and water tanks should be cleaned frequently, during the hot days of August, and fresh water pumped in to them several times during the day. Milk cows require a vast quan titv of nure water in hot weather, in order to produce their usual flow ot good milk. John S. Caklism:. A meet ing was held in Taylor county. Va, on the 2-Jnd inst, for the purnose of encouraging enlistments After the business of the meeting was disposed of the following resolution was unanimously adontcd: Uesolved, that the course in Congress of our Senator, John b. Carlisle, in voting with secesion sympatnizers, in all or a large number ot lug votes, ami also in onnosiniz or voting against the ad mission of a new State, has nei ther met our wished nor rellectm our sentiments, and we hereby rpquest him to resign a position which he hns shown himself unworthy to till.
