ihe opinions of the people of the Slate, era majniiiy of them, and tkeiefore, such instructions imposed no obligation ujon their Senators to obey. Ia this mat lor the Legislature is but the organ of the people, by which their will rnmnmnieated to their Senators in
Congress. The obligation to obey is imposed i r.pon the Senator by the fict, that the instruc- ( tions of the Legislature are according to the uill of the people. If, therefore, such instruc-1 lions he contrary to the will cf the people, there is no obligation imposed upon the Senator to obey ; end consequently, he must in t.!l cases decide for himself, whether such instructions b according to, or contrary to,the will of the people. At the election, in Pennsylvania, in 1S2S, f'.;en.-J..ckson received a majority of more than fJojKH) votes. In the year 1S:V2 he received a majority in this slate of 2 1, 10" votes ami at the election in 1S1, the Jackson candidates for Congress, received an aggregate majority of M,15-l votes -s hnumgxonclusivelv, a diminution and loss in the Jacksen party r.mk?5of 3i,(K'.0 votes in one State, in six years and a loss in the last two years of 10,000 voles!
