Congress has just passed an amendment to the enrollment law, providing that after the quota ot troops has been assigned to any cointy, and before th draft takes place, any number of the enrolled men of such county may put in any number of recruits th-y may see fit, and that after the draft take place these recruits shall go to the credit ot those men who put them in. That is if 1,000 enrolled men have put in 100 rceruit, and 100 or any other number of the 1,000 men are drafted, the 100 recruits are to be substituted for the men drafted.
