THURSDAY DEC. 24, 1868. RESIMPION OF SPECIE PAYNEXT. Ia the United States senate, on the 14th, Mr. Morton, of Indiana, introduced a bill, which was referred, providing for the redemption in coin of the United States notes and fractional currency, and requiring the ational banks to redeem their notes in coin. The bill provides : 1. That hereafter there shall be no ales of gold belonging to the treasury of the United States, and the surplus gold now in the treasury, and that may hereafter aeerue. over and above th j amount required to pay the interest on the public debt, and foi other specific uses, specified by law, shall be reserrnd set apart for the redempt ion of notes and fractional currency. 2. That on and after the 1st day of July, 1871, the treasurer of theUuited States shall pay in coin, at the treasury of the United States, at Washington, and at si ch other points as may be deigoated by the secretary of tne treas-1 ury, all United state? notes and fractional currency that may be presented for redemption. 3. That on and after the 1st day of January, 1872, the national bauks shall pay in coin such of their notes a; may be presented for redemption, and shall, on and after the 1st of July, 1870, reserve and hold in their vaults aii the coin which may be received by them a interest on their stock held by the government for the redemption of their notes. 4. That until the 1st of January, 1872. at the time which they are required to begin the redemption of their notes, the national banks shall keep and hold in their vaults the full reserve of lejraltender noteä as now required by law, and that on and after that time the reserve of legal-tender notes, as fast a withdrawn, shall be replaced with coin to a like amount ; and the said banks ehall hereafter be required to hold their revenue in coin to like amount, and for the same purpo-es as is now required by law tobe held in legal-tend-er nctes ; provided, that the comptroller of the currency may, with the ".jscnt of the secretary of the treasuin, allow aid banks to hold a portion ot said reeerve, not exceediug two fifths of said amount required by law io United Stataa notes. 5. That the secretary of the Trea. ury may cause so many of the United States notes that may be redeemed under the provisions of this act to be can celed as may, in bis judgment, be nec eeaary to the proper limitation of che currency ; and that all fractional currency that may be redeemed shall be canceled. 6. That on and after January, 1872, United States notes shall cease to be a legal-tender in payment of debts, but hall be receivable in payment of government due3, as now provided by law. 7. That the secretary of the Treasury shall have power to negotiate and tall the bonds of the United States to be due in thirty years, and redeemable by the government, at is pleasure, after ten years, bearing interest payable in gold, to such an amount as may be necessary to carry into operation the provision of the second section of tin. act. The foregoing foreshadows the financial policy of the incoming administration. Norton will be made secretary of the Treasury hence the intro duction of a bill giving that officer the power to negotiate and sell boods of! the United States, &c. Morton has baaely betrayed the people of Indiana on the greenback question. TRIBUTE OF RESPECT TO, TUE MEMORY OF BR. O. BAILEY, DECEASED. It is with no ordinary sorrow that we lament the death of our worthy brother, Timothy D. Bailey He was bound to each of us in an indissoluble lie of affectionate regard. His life had been devoted to Masonry. To rear the beautiful f.ris and proportions of that mystic temple, had been to him delightful service. He had come down to us in hii Masonic life, having been made a Mason maov years ago in th? atateof New York, from those yczxs of bitter persecution, which so severely men our orotnernooa. ne was one ui a fow, most of whom have gone to thoir reward, who when thia country was new, amid great discouragements, did their utmoit to extend the princi - . waft pics of our order, and lay deep her solid foundations, ilia teat in the lodge was seldom vacant, his coifnsel always timely and good. the memory of his worth, his services,
and his s steady friendships shall abide 1 with us. To bis country Tic was a good citizen, of society an honored member, and to his family an affectionate husband and father. The only consolation we can offer them, is to point them to the record of his honorable and upright life.
