' 'Sic .cw RcspoiisSki The following is the new reconstruction law r.greed npen by the Reconstruction Committee in Congress : Section one declares the true intent and meaning of Congress to have been that the Provisional Governments heretofore existing in the rebel States were illegal and void, and that they vcrc to bo continued subject, in all respects, to the military commanders and the authority of Congress only. - Section two p rovides that the act to which this is supplemental, and also that of March 23, shall be construed to authorize military commander, whenever they deem necessary, to remove or suspend any official, State or municipal, exercising authority by virtue of such provisional govcrnmcnt,and to appoint others to fill their places; and that such commanders shall ulso have power to prohibit, suspend or set aside any act of such government or of any subordinate authority thereof, tho intent of the aforesaid act being that such governments shall be subordinate to the military, and all acts done by such commanders shall be deemed valid. Section three provides that Roan.li of Registration shall admit to registry only sueli persons ai they shall deem entitled to registration under provisions of acta afore I.'. . Ii said; and taking the oath prescribed iy the act of March J. shall not be regarded as conclusive of the right of registration, but as irima facie evidence. They may receive such evidence under oath, as Miey may deem proper, from the person applying to be registered, or others. The Judiciary Committee of the Senate also agreed upon the bill understood to be similar to that introduced by Edmunds, and less stringent ia several particulars than the above. The Sisrrnti Trial. No further evidence being ready, the court took a recess until to-morröw. Washington, July 9. Congress was to-day wholly devoted to reconstruction. The Senate was occupied in dull and tedious debate cn its reconstruction bill, lasting five luurs. Mr. Trumbull led oil in a sh. rt speech, reviewing the circumstances under which the military Mils of lait session were passed, and explaining the prov isions of the measures now under consideration. The Republican convention of Texas met at lloutou, yesterday. A portion of the officers were negroes. Only iio whites were present. No resolutions were adopted. A caucus of negroes at Richmond, Va., on the 5th in.st., decided on running negroes for Mayor and Councilmcn. Tho ticket will havo two white men and three negroes on. The conservative convention at Nashville, nominated Hon. Jiailie Vcyton for Cougress, against John Trimble, and Gen. Trauornicht as a candidate for Representative in the Lrgishture.

Jones, of the Northern District oi this State, on a charge of disloyal aud treasonable practices, discouraging enlistments, etc., and was sent to Fort Lafayette and other government hotels. At length ho was let out without a trial, and at once he commenced suit against Jones and his deputies and Hon. 11. 1. Washburne for damages for illegal deprivation of his liberty. In the lower court, in which the suit was brought, he was nonsuited and the action of the defendants sustained, but the Supreme Court, on an appeal to its authority remanded the cave for a new trial. Madison L Johnson may be an object of tho most entire indifference to the world in general, no small degree, of importance attaches to the decision of the court, in view of its declaration that the question is "one of power simply on the part of the Kxccutiv; and not of deserving on the part of the plaintiff." This renders the mutter one of national interest, as involving an issue of tho deepest importance to the people.
