THe Secret Workings of I ho Had leal Party In the Sontb. The following communication to the Rome, Georgia, Courier, discloses a state of a'Jairsin that State which no doubt also exists in all the other Southern States : All are doubtless awaro that there is now in our midst a political organization under the name of "The Black Republican Party of Georgia;" but few, perhaps, are aware of its systematic operations. Permit me to give you a few items of this party's progress in south and southwestern Georgia, aa I learned them from a Northern man, who has made considerable ir vestments in cotton lands in that part of the State, and is this year running a cotton plantation there. There are ether sundry matters in these articles of faith considered and declared to be fundamental. And oath is taken by every member, on his initiation, to carry out these doctrines in all his votes; and the lodges in each election are to notninate the candidate for every ofiicc. The most shockiug tragedy that it ever became our duty to record happened in this city last Sunday mornio. Louis Risely, bar-keeper m the Central saloon, was a man about 28 yeors of age, and for two years or so a resident cf this place. For several months past he has been in illhcaltb. He was addicted to hard drinking, and within the last week had an attack of delirium tremens. After the attack ho expressed himself to several persons as of the opinion that if he had any more attacks of the kind he should kill some one, and it would aa likely be his nearest friend as say. Mr. Lane had been more than a year territorial comptroller, and was a young man of more than ordioarv ability and social mulitici. The body was buried on Sunday with Masonic honors, and the funeral was the most numerously attended of any that ever took place in Boise City.
