I do not be3 .ive that the Almighty made tho negro capable of self government." Sftjdf.-n A. DuuyJas. "1 am not, nor never have been, in fa vor of making voters or jurors of negroes, nor of qualifying them to hold office, nor iDter-niarry:i them with white people, and I will ir addition to this, that there is a . difference between the white anu raes, which I believe, will forever forbirl the two racus living together on terras cf social and political cqualit- and, inasmuch as they can not so live, while they do remain together, there must be a position ot superior and inferior, and I, as much as any other man, am in favor ol'having the superior position assigned to the white race." lVhal Tliey i:pcct. The ncirroes in the South are looking fur the passage of the Radical measures ot their benefit Thus the Helena (Art.) correspondent ot the .Memphis Aenuuu he , writes as follows 'Tin most singular illusion pervades the entire element of our negro population touching the threatened confiscation of Southern homesteads by the Radical Congress when it meets in J uly next. Scarcely a grown up man or womau of African extraction, in town or country, but believes that he or she will very shortly be placed, by virtue of a Congressional edict, in possession of comfortable homes and broad acres of his or her whilom master or mistress. This subject and its proximate realization is thoroughly canvassed, under the seal of clan and 'colored' confidence. b every group of ebony idlers who meet together on the highway, in the fence cor-, ners, or at the doors of their cabins, and fmdj'now ami then cprcsion from the lips of indiscreet, dissatisfied, and 'unfaithful stewards,' twitted by their employers for their idleuess, and urged to better conduct. 'Do culled people will soon hab all dc.-c plantations' is urged by the foolish and the vicious among the blacks every day in extenuation and excuse of idleness an l gross ccgligeuec of duty, or both." Mints to Horse Sleepers. Never feed grain or give vatcr to a horse when warm from exercise. Sweat is not always a sign of warmth ; place th'j hand on the chest for a test. Water given after a meal is safer than to give it brio re. Never drive fast or draw them hard immediately after giving food and drink. Xever drive faster than a walk with heavy loads. Do not let horses stand long in the stable at any time of the year without exercising. Feed regular, and in quantify according to the appetite of the animal and the labor 't performs. The 3Iuntan;i .Hint The Mo nft tun I'tsf, publishes at Virginia City, averts that Montana is the richest mineral couutry in the world. In 1 80i. the population was less than 10,000, and the yield of gold was $lS'00.000. In thj same year Idaho produced 617,0000,000, Colorado SI 7.000,000, Xavada, SH5,000,000, and Oregon, 68.000,000. California, with a population more than ten times as great, produced 625,000,000. The placer diggings, from which mo.it of the gold has hitherto been obtaiued, are now giving out, though some new paying gulches have been discovered. The product hereafter must be mainly from rjnartz mining, in which a good beginning has already been made. The lodes which have been worked yield as high as 8100 per ton. Hkartlkss Thanks Colonel Daxter. in his last 'memoir" o Drownlow, tells us the following story, which will strike our readers as iuost natural and honest : .Not long hi nee, I happened tobe ata tab.'c where a subjugated Kebel was condoling with a most Estimable Jtcbel lady, who had lost her husband aud her fortune by ths rebellion. Xoihing had been said about Drownlow, nor had anything been said having the slightest refcreuce to him. This gentleman, alter descanting in the most touching tones upon the many losses and alllietions ol the war, said with much feeling : '-.Madam, we, nevertheless, have much to be that Ll'ul for. I am truly thanklul that 1 am yet alive to provide for my dcpendent .UKÜy ; I am thankful, too, that I have a litttj piece of land'lcftj" here pausing for foiuc considerable time apparently in deep meditation, he continued with unusual vehemence, "and I tJatnk my II Oil (ml I (till HOl kilt fo Iil'tur itftur ! " Judge Force of the Common Pleas Court, Cincinnati, has decided iu a case involving inheritance, that a marriage in Ohio without statutory ceremony is legal and binding. It seems that Jaruc3 Paylur (deceased) had lived with a woman fifteen years, and by her had seven children ; but, holding that marriage was not a sacred thing, and that the "ceremony of jumping over a broomstick was as good as any," the parties had never been formally married. The decision of Judge Force entitles the widow to dower, and the children to inheritance. The Louisville Journal says : " Wc have been carrying on the Louisville Jonrwrf between öfi and U7 years. During all that time, we have known do man of business iu the city to fail who advertised liberally. And we have known no o?.e to succeed in any considerable, if even in a respectable degree, who ditlnt advertise liberally . The decision in the New Orleans courts that debts incurred lor the purchase of blavca betöre the war arc null ana vom, in volves nearly one hundred millions ot dol lars in Ixmisiana alone. Letter from the President to the Mayor or Ititlelzh. The president to-day addressed the following letter to the Mayor of Raleigh, X. L : "Executive Mansion, May 'J.ljlSGT "Dear Sir 1 have received your letter of the 13th instant, aud thank you for the cordial terms in which, as the representative of the citizens of Raleigh, jfou ask roc to vbit that place. I accept the mvitation of my native city to be her guest, and am deeply grateful for the respect in which they hold wy lather's memory. will endeavor to be present with your citizens on the 4 th day of June, the day set apart fur the erection of a monument to commemorate his worth. "I am, respectfully and truly, yours, "Amirew Johnson." A I'olnt Well Taken. The New York Tnlum:, in defending Mr. (Ireely from the malicious attacks t Thurlow Weed, in the Xew York Cvmnnrroil Adi'irtiser, and from Mr. Rryant, in the New York Err nitty Pott, on account of his being on Mr. Jefferson Davis b?.il,
makcs thc lüllow,n excellent point. It says. "If it is riirht to take Jefferson Davis, citizen, and imprison him for two years, without judge or jury, why not citizen Thurlow Weed, or citizen Willia n Cullen liryant? Dutit is popularly believed that Mr. Davis is a traitor, and that, as a traitor, he should lung ago have been hanscd. Well, it is alo popularly believed that if Thurlow Weed had his deserts he would long ago have been in Sing Sing. We have no legal knowledge of the fact. Mr. Weed has never been arrested nor tried, nor has even an indictment been found. He is at liberty, and so long as he is not legally accused wc shall insist that ho remain at liberty, and, if necessary, wc shall find twenty bondsmen rlio will answer for his security until tried. The principle is the same, whether it applies to Davis or Weed, or citizen Jcimott arrested for assault and battery. The law has no prejudices the Constitution no 'popular' punishments." Hadicat.Des' iui'TIon vf JtAinr.vi.s. Henry Ward Deechcr, in a sermon on the 14th inst., gave the following compliments to'thc late Congress : 'They sold their country; they Fold their humanity, and their honor, and their trusts that were put upon them by their constituents. They were debauchers of the 3oung; they were traitors; they that lifted tho sword were not halt's? much traitors ; they that despoiled the old banner and trod it under foet ; they that fired upon the government of the TnJtcd States were not half so much traitors as were those vermin, who were crawling under the foundations, and destining by corruption the vital powers of the government." An admirable picture bv a friendly artist : The doti'ion by the supreme court of the District of Columbia in the matter ol the registration of voters in that district is !"';. a 'irpriing one, from a court constituted 3 that court i. Tho court say that tt.f-. rl tin intent of the law is that the r':try board shall make a full ii.-t of all v.f.-r. whether they apply for registration or not. It wai a fact within the judi cial knowledge o! the court that the board did not do .o, and refused to do so. The matter before the court was a petition from an unregistered voter for a writ of mtntda)t"s ordering the board to perform what the court says it is the plain intent of the law that the board shall perform. The court refused to grant the relief prayed for, assigning the most frivclms reason that as the lists are to be cow , according to law, not wore than jice diy$ before the election, "there was no warrant for assuming that the board will not then receive the names of parties now applying for a maniltnnts" When it is known that the white voters in the district who have not been registered number several thousands, the animus of the court in refusing to issue the writ and referring them to the will of the board on the eve of the election, is not difficult to discern. Chioiyo Times. The Southern relief lurid raised in Uoston, New York, Philadelphia and Ualtimore and Washington, amounts to nearly 850,0U0. It i now in process of rapid distribution. Correspondence shows that two leading citizcus of Charleston have been appoiutcd to act with (Jeucral Scott, bureau commissioner, on the committee of distribution in South Carolina; two cf llaleigh to act with tlcn. Xilcs for .North Carolina, and two of Richmond, to act with Gen. Urown, of Virginia. The North Carolina Committee have already received considerable money fur the purchase cf supplies. The North Carolina committee write that they arc oganizing tor a thorough distribution, and hope to reach every community in the State. They say there is a class of persons who do not receive that assistance from (Jovcrnnient which their circumstances warrant. There have been some cases reported of persons of this character having died, it is believed, from want of proper food, and it is tho inten tion of the commissioners to purchase rice, farina, dried vegetables, extract of beef, fish, tea and colloe, and furnish such nourishment as is actually required by those who can not make uc of strong food to sustaiu life. They will also make small purchases lor women and children s cloth ing, and givo the same to such persons as are iu "reat nerd. The South Carolina committee, will, for the nrcscnt, expend the fourth part of their funds in articles of prime necessity. Imhantqoh$ JhtnoL ' To treasure the memories of injuries received, is to store the casket of your heart with oflal instead of jewels. The man who made a shoe for the foot of a mountain, is now engaged ou a hat for the head of a discourse. "Which is the strongest day of the seven ? Sunday ; because the others arc week days. Cut a dog's tail short and he can't wag it. Urcvity is the soul of wit, but not of waggery. Iccr fills many a bottle, the bottle fill many a bier.
