The objects lought by the party in power, and the means by which they are to be obtained, are let forth in an appeal to the numbers of that party, pnt forth by ita executive committee. "Not a day should be lost in forming and strengthening within those States a public aentiment ia consonance with the principle! which underlie the great political organiration to which we belong." Hive recent developementi in the Southern States alarmed the leading radieals and aroused their fears of success ? The committee say, "we desiro to prosecute a systematic and thorough canvass of the Southern States, by the most efficient speaters of both races. We would eecond their ifforts by a dißtribution of documents, ecforclng the principles policy and aims of the Republican party." "It is the pressing need of the hour that bold, judicious and able men, thoroughly imbued with our creed, ahould there , explain our principles, eaubltäb our faithful ness to them, and prove that national great. nes and human freedom, depend upon the permanent triumph of our cause." The result is now mauifent in the eaormous debt which hangs like an inwbus over the people, aid in the lar-'e amount of taxes imposed upon them in every conceivable shape. The pooplo are beginning" to oel this burden and are clamoring for relief. ' They are willing to pay what is necessary to keep good the credit of the governinent and to defray current expenes, provided the government be economically adminiitered, but they have no faith that the present party in power will bo less reckless or more honest than heretofore, and are r ontequcntly desirous of a change of rulers. would be longer enabled to remain in power.'; ' 'Vi The Legislature at iti last tetsion, followed the example" of their friends in Congress, and reduced the State taxes, although the State is largely in debt. At
the same time they appropriated large sum3 of money for purely partisan objects, and for purp0se3r worse than useless, increasing the public debt while they were reducing the taxes. The State organ cf radicalism strongly recommends the boards of County Commissioners .in the State to follow the example, and our neighbor of the Bepublican endorses the position of the Stato Journal. He prefers a debt drawing interest, to raising the means by taxation for the purpose cf defraying the expenses of necessary improvement. He is hard to pleise. If the County goes in debt he howl lugubriously; if it raises money by taxation to defray the cost of necessary improvement . and current expenses, he whinea piteously, and in cither case gTumbles like a bear with a sore head. We dislike running ia debt and do not admire heavy taxation, but we believe it better policy to levy a sufficiency of taxes to defray current expenses and make all needful improvements, than to go largely in debt and pay interest from year to year. In those counties which have gone largely in debt, county orders are hawked about the streets at a discount of ten to twenty per cent., while in those that pay as they go, the conuty orders are at par good as greenback. "We think it more equitable, better policy and sounder financiering, to provide sieans as we go, thau to run ia debt and pay interest, and issue orders that cannot be redeemed perhaps for years. Under the pretext that it would bo beneath his dignity to hold court iu a State which was under the jurisdiction ot military authority, he has declined to proceed with the trial or rather evaded it. Tho prisoner has demanded a trial repeatedly, and announced that he was prepared for it at any tino, but the prosecution has novC.r been reidy, and especially not prepared to proceed with the case, when he was deliv ered to the civil authorities; and if it was not then, it is not probable that it ever ill be. Tho fact is Mn Davis was an uncom fortable elephant while in tho custody of the Government. Justice Chase could; not have presided at his trial, nor could & trial have been held without great embarrassment. When Governor of Ohio he threatened rebellion, armed resistance to the General Government, upon tho contingency thatit should attempt the enforcement of a federal law obnoxious to tho Sons of Liberty iu Ohio a political organization which he represented.
