A city government would perhaps cost a trifle more than our corporation expenses have been under the town charter, but the advantages to be derived from the change would more than compensate for the increase. Our neighbors Valparaiso, South Tnd and Warsaw find that their city government work well. They are much more efficient in preserving good or-lcr than a town corporation can possibly be. a m . The Lake Citv Phil-harmonics gave one of their excellent concerts at Balcony Hall on Tuesday evening last. The programme was one difficult to properly execute, but they acquitted themselves remarkably well. The "Oratorio of Queen F'sther" should have drawn a larger audience than was pre sent on Tuesday evening, especially when the proceeds of the concert were to be devoted to a religious purpose. Wc regret to learn that the receipts did not exceed the expenditures. Wc learn that the outer walls surrounding the new brick row erected last summer, have been materially damaged by the recent rains. These walls are in no way connected with the buildiugs, which we arc glad to say are uninjured. The cause of the injury seems to have been an imperfect system of drainage adopted by the owners, to carry ilT the water passing in front and rear of tlu buildings every time it rains. A sufficient passage way could easily bo made outside the walls to carry off all the' water and thus rave further trouble. MAT.TiiKn. On Wednesday, the 8th inst, fit the residence of Hon. A. L. The Republican admits that when it gets hard up it "adopts'' articles from the Chicago Truunc as hading editorial. It says it always iudicates that they are not original, and challenges us to produce an exception. Tho editor is a wily old customer and thinks to break the force of its admission by this challenge, well knowing that but few, if an papers keep from year to year files of their exchanges. Wc shall not spend our time in hunting up the proof of what is already known to all the readers of the Republican, especially as such labor would not bo remunerative. Tiie editor of the black-and-tan sheet over the way speaking of what we said last week about his determination to test our right to charge for legal advertising, says: "It is strange tiie Democrat cannot tell the truth about the simplest matter." "The siwplett matter." Yes, wc should think it was the "timplest matter." An editor of a newspaper claiming a circulation larger than that of the Democrat, making a statement weekly that 50 is "double and 'thrihble" price for the publication of a divorce notice three we.ks, ma- well remark that it is the "simplest matter." The editor makes himself the subject of the severest criticism by ail respectable publishers for the repeated assertion that $0 is "double and 'thribble'" price for such no tices, when ui fact it is below the customary price in alMosl any county in the Stale. The editor's offer to publish them for $3 is sufllcient evidence of the demoralization of the black-and-tan concern. It is an evidence of the truth of a recent statement of the cditcr that he gets "one-third bctterpricesfor advertising" than wc do. How would the publish' crs of Indiana liks the idea of adopting the Republican's scale of prices for legal adver tising? We suggest that the publishers call a convention for the purpose of makin the price for divorce notices $2 instead of $10, the price almost universally adopted throughout the State, so that the black ami tan editor can have the benefit of an occasional legal advertisement. i:Iuciitloii:il ftotlcc. In a recent lecture Agassiz remarked : ''I have painted out over a hundred specific differences between the bonal and nervous systems of the white man and negro. Indeed, their frames are alike in no particular. The negro's bones contain a far greater percentage of calcareous salt than those of the white man, even tho negro's blood is chemically a different fluid from that which courses in the veins of the white man. The whole physical organism of the negro differs quite as much from tho wh'te man's as it does from that of the chimpanzee that is, in his bones, muscles, nerves, fibres-, tho chimpanzee has not much further to progress to become a negro than a negro has to become a white man. This fact science inexjrab'y demonstrates. Climate 1i:h no more to do with the difference between the white man and negro than it has with that between the negro and chimpanzee, or that it has between the horse and the ass, or the eagle and the owl. Each is a distinct and separate creature. The negro and white man were created as different as the owl and eagle. They were designed to fill different places in the system of nature. The negro is no more a negro by accident or mislbitunc than the owl is the kind of bird lie it? by accident or misfortuue. The negro is no more the white man's brother than tho owl is the sister of the cag!e, or the ass is tho brother of the horse. Tyler a case which has been in litigation for well nigh fifteen years, and involved the title to thirty arnents ot land situated in the heart of Xorth S't. Louis, known as the Mound tract. Tho case has been to the Supreme Court of the United States, and is now finally disposed of by a Vv rdict for Mary L. Tyler. The property involved is worth upwards of a million. Gtover and Shcpley were the attorneys for Shultz. the unsuccessful party, and Hritton A. Hill was the attorney for Mary L. Tyler.
