The a'tc'ition of mustering officers is called to the fact that existing regulations require them to st ite upon tlic muster in roll the pub-district or town, county, district and State to which soldiers are to be credited. This must be done where a man is mustered, and no entry shall be made on muster in rolls with a view to credit; r.or shall an' date be taken from them for" that purpose other than that which was officially entered on them at the time of muster, and all musters by whonipever made, must be reported to Acting Ast. iToyost Marshal General of the State or division t which the credit is given,' and Pruvo.-t Marshals and other mustering oft! errs are instructed that tl ey will, in no case, report credit directly to cncli other, nor apply any credits reported by other Provost Marshals, or mustering officers, or from other sources, until the same have been reported to the Board of Knrollment, by the Acting Assistant Provost Marshall General, of their State or district with his approval. The correction of the enrollment for this county is progressing. The enrolling officer of thn c unty, Mr. II. I'. Kecves, has been very sick for some time past, and the-lubor of correcting the liats has necessarily devolved in a great measure upon other, Ms.-sm f, C Buck, and A. C. It is not yet known what the quota of this county will be under the late call, the qnofa- for the different districts not yet having been made. ' ' : It is expected that the trial of the Chicag prisoners at Cincinnati will continue for six or eight weeks. Many prominent citizens r-f Chicago will be called upon to give testimony. Maj. The Tennessee state convention has parsed resolutions abolishing aud prohibiting slavery, and abrogating the ordinance of seces&ion, . and has nominated Tarson Brownlow for governor. Persons with substitutes will apply at the Business Office of the District, filing t' c proper affidavit of a citizen as to residence, character, kc, of the proposed substitute. If he is alleged tobe an alien oritnder twenty years of age, the same evidence is required as if the substitute was applying to be exempted from the draft ou that crround: and if tinder twenty years good evidence of his age will be requisite. If a veteran, his discharge will be required. Should the paprrs be correct and the evidence of the witness is satisfactory the substitute will he cxrinined physically, and if accepted, mustered into service as soon as the enlistment papers can be made and signed; a certificate of exemption will then be given to the princir-al. The money to pay the substitute I'leiraltender or notes of National Banks) must be deposited in the Enrollment Boom previous to his muster, where it is placed in a sealed envelope, and paid to him in the Clothing Boom, and his receipt taken and filed. After muster the substitute cannot leave the building until sent to the military post or to car.'p. Every reasonable facility, however, will be afforded him for depositing his money or sending it by express, for which purpose a guard will ace nnpany hi n. He will not 1 1 allowed to retain in his possession any citizens.' clothing, and should make arrangements previous to his muster for its disposal. Furloughs are strictly prohibited. No choice of regiment is allowed to a substitute or drafted man; his "preference" is entered on his muster roll, and may not be regarded wl en be is assigned to a regiment at camp. They receive no Government bounty. The pay is sixteen dollars a month, rations, aud clothing. Persons prcccnting substitutes are requested to save themselves and the Provost Marshal unnecessary trouble by explaining the above to their substitutes, that no misapprehension may exist. (Should the substitute prove to have been a deserter at the time of his muster as such, the principal is held liable but not for his subsequent desertion.) Volunteers will apply as above, and the remark in relation to discharges, moncv, furloughs, clothing, &.C., under the head of '-Substitutes," apply equally to them. Certificates of muster should be ready for signatures at the. time the volunteer is mustered, made out in proper form. Drafted men will be allowed five days (the Provost Marshal is not authorized to allow more) for examination and to put in substitutes, but can put thciu in afterwards while in ca up. They must report on the day specified in their notices or be deemed deserters. They way pat in substitutes or be heard on claims of exemption (other than physical) before the day appointed. The printed blanks explain tu? evidence required in such cases, and one or more witnesses inust attend in person,- ex cept iu cases of age, where a family record is produced. In all cases of age a record or certificate of birth or baptism must be produced or its absence aceouutcd for. .1 alienage the witnesses should, if possible, be voters of the same election district as the applicant. r Correction of enrollment and change of residence blanks gives all the necessary information in these cases.
