The Vote and the Scarcity of Labor. ' Although thi? vote for President is many th uands larger than was ever cast before, it is a notorious fact that there was never any thing like the scarcity of labor that we now experience. In the country districts, last summer, it wag al most impossible to get hands. In the cities, too, labor is scarce and high. Either the vote is rossly fraudulent, or a very large portion of our vciers are not laborers and will not woik.
