Why do the people withhold all confidence from cur rulers ? The truth is we have no government. There has not been a Calinet Council in a year. The Members of the Cabinet do not speak to each other. Chase and Seward arc open and malignant enemies. The revelati"ii3 of the corruption and profligacy in the custom-house anJ Treasury Department arc made at the instigation of Seward. Chase commen-ccd the warfare by procuring from the Republicans of the Senate a vote of want of confidence iu Seward. The Postmaster General. Ulair, openly denounces the Secretary of the Treasury as "a villain." Welles and Stanton ridicule and thwart each other. The spiteful IlalIcck meddles with all plans only to derange them. The Senate hate?? the Cabinet and tie House ?ets itself up in opposition to the Senate. IJoth are torn by faction and intrigue?; and all departments of this warring government ar undermined bycirroding corruption.
