And it is hereby declared that any and all persons trinity ot the same, shall be deemed euilty of a misdemeanor, an is hall be fined in any s.um not less than one dollar, nor more than ten dollars, to le collected in an action of debt before any Justice of tte peace having competent jurisdiction.
