f In addition to the above, in the City of Plymouth there is levied the sum of .$?.00 on each male dog; $5.00 on each female dog, and .$"2.00 on each I female spayed dog. (?) (J) The first installment of Taxes (including Road Tax) must be paid on or before the First Monday in May, or the taxes for the 'whole year will (ft become delinquent and subject to 10 per rent, penalty. Persons owing delinquent taxes should pay jrf them at once. The present law is of such a character that there is no option left the Treasurer but to enforce the collection of delinquent taxes j! W by the sale of property, if necessary. " i " "The owner of property on the First day of March of any year shall be liable for the taxes of that year; the purchaser of property on the First jjy day of March in any year shall be considered the owner on that day."
