The People and the Railways. What we are seeing at present in the temper of the people toward railways and railway managers is a revolt, not as Mr. Hill thinks against property, but against the abuse of privileges granted by the people against the use of those privileges against the people. The storm has been brought on by the railroads themselves. We do not wonder that there is surprise. We do not wonder that the Harrimans, who thought that they had the country at their mercy, should be astonished and grieved at the assertion of popular rights. The men who have looted railroads, who have neglected the work of maintenance, who have allowed equipment to run down, who have robbed stockholders, and who have crushed the life out of thousands of business men by the granting of rebates to railroad favorites why should not these think that the people could safely be left out of their calculations? That is what they did think. Now that they have discovered their error they are in a panic. The people are going to be perfectly fair. They may, in their determination to protect themselves, make mistakes and go too

far. But they will correct their mistakes. One thing is sure, and that is that the old free-and-easy go-as-you-please days are gone forever.
