2 Several factors are combining In th cause of good roads for the rural districts, says the Chicago Chronicle editorially. One of these factors Is the rural free mall delivery service. Another is the activity of merchants In the country towns, who encourage the good roads movement for obvious reahons. Still another is the comparative cheapness of road building by Improved methods and wltb cheap materials. Taken together, all these forces are giving an impetus to the propaganda for first-class country highways. Itural free mail delivery Is nolongei an experiment The farmers, at first Indifferent when they Were not actually hostile, are now accustomed to having their mail brought to them, and they would not know how to do without the mail carrier. The demand for the rural service Is increasing. There are now pending In the post office 4,708 petitions for new routes, and the routes are being ordered Into effect at the average rate of 000 per month. These rural mall routes mean better roads, because the post office department will not maintain them unless the highways are kept in fairly good condition. Uncle Sam agrees to deliver the malhto the farmer If the farmer will keep the road so that the carrier can get over it with reasonable speed. If the farmer neglects the road the carrier Is withdrawn. This Inspires the agricultural population to keep the roads in good order. The rural merchants help the good roads movement because they realize that their business depends upon it People will not come in to buy goods If they have to drive through mud axle deep. Consequently the storekeepers favor road improvement In some Missouri towns the merchants are offering prizes to the farmers who keep their roads In the best condition. They thus create an Interest in the matter and draw trade from neighboring towns where the highways are in an Inferior condition. The third factor In the good roads movement Is the relative cheapness of roadbuilding nowadays. Many of the railroad companies send out "good roads specials" which stop at various points along the line and give demonstrations of the best way to make country roads. . Some roads make a reduced rate on road material or carry it free. The railroad Is Interested in the good roads movement becaise the country highway Is the steaci road's feeder In the freight business. Thus with expert Instruction and cheap material tbe-expense 0f constructing good highways Is no longer the drawback that it used to be. The farmer is beginning to see that it Is a good Investment to put money into roads that are practicable In all weathers. No doubt it will be a good while before all our country highways are put into ideal condition, but the work Is going on faster than ever before. It Is only a question of time when It will be in progress over all the country. Good roads constitute one of the surest signs of prosperity and enlightenment in the rural community.
