The Newhouse railroad commission bill, amended to conform with the views of the railroads and shippers, was passed in the Senate Monday by a vote of 42 to 0. The bill creates a commission of three members with pover to review rates and to adjust those found to be inequitable. Appeals from the decisions of the commission shall be made to the Stat$Appellate Court. Rebates and discriminates are prohibited, penalties being prescribed for the railroad that grants rebates and for the shipper who asks them. The commissioners shall receive a salary of $4,000 a year. A secretary shall receive $2,500 and a stenographer $1,500. The commission shall maintain an office in Indianapolis, but at its discretion may travel about the State and sit in the counties where complaints arise. In the Senate Tuesday the inheritance tax bill was passed applying only to collateral inheritances. The public health committee reported in favor of adding an osteopath to the State board of medical registration. The weekly wage bill was up for special order in the afternoon. In the House the drainage committee're: ported the codification bill with amendment?. The bill allowing foreign fire insurance companies to submit as part of their -assets bonds of cities out of the State was defeated.' A bill for regulation of private banks was ap for second reading in the Senate Thursday, and amendment requiring annual examination by Auditor of State was defeated. A bill was introduced to give State Auditor power to send tax ferrets into other States to discover mortgages held by citizens of Indiana. This is to be substituted for the Stansbury tax ferret bill authorizing the Auditor of State to go into Indiana counties. In the House the rights and privileges committee reported unanimously for the passage of the Guirl anti-trust bill. The Newhouse bill for Southeastern Insane hospital was passed und is ready for the Governor's signature. The Senate bill to legalize action of State tax board increasing land valuations was reported against. Resolution was adopted in favor of "Star-Spangled Banner" without omitting stanza referring to Great . Britain. Many petitions for the Parks ant;-cigarette bill were received. The Parks anti-cigarette bill, which had already passed the Senate, was advanced to third reading in the House Friday without amendment, by a vote of 57 to 35. A rule was adopted limiting debate of any member on any one question to ten minutes. In the Senate the favorable report on Slack's bill for initiative and referendum was adopted. Report was adopted on Wood's bill to give State Auditor authority to send tax ferrets into counties of other Htates. The bill to aid osteopath to State board of medical examination and registration was advanced to engrossment. : :- Saturday's session of the House was given over largely t the reception 6f reports of committees, though Mr. Howes' bill to regulate the sale, purchase or transfer of merchendlse In bulk was passed by a vote of 55 to 15. The Hugg primary election bill passed the Senate by a vote of 34 to 1. Before passage it was amended so that a member of the board of primary election commissioners should not receive mire than $100Jn any two years. The bill fixed the salary at $5 a day. A bill passed the Senate, Introduced by Senator Carl Wood, provid ing for the exemption from taxation of bonds for any free gravel or macadam road or any levee or ditch, or bonds issued by any municipality for any street, alley, sewer or other public improvement. The present law was framed to exempt from taxation all county and municipal Improvement bonds, but that it does not has been decided by the Supreme Court. Bradstreet's commercial agency gives the following report on the coun Nev YorL try's business conditions: Spring jobbing has at last begun tc expand, and reports of improvement come from the West, Northwest and far West, this despite severe wlntei weather, which has in the case of th South operated to check the development noted last week. Dry goods, shoes, groceries, hardware, millinery and lumber at wholesale have all sold better of late, and certainly In largei volume than at this date a year ago, which latter period, however, savt somewhat of a halt ocurring. Cold weather, snow, and sleet have interfered with river, transportation," and with the telegraph service throughoul the entire South. Industry remains as active as heretofore, and the iron trade confirms the best reports heretofore made in statistics showing production and consumption the heaviest ever recorded. Collections are still a subject- of complaint, apparently feeling the effect oi weather -conditions' dulling retail distribution, which in a 'few liües; however, feuch as- shoes, rubbers and heavy weai goods, has been favored by the inclement weather. Money Is still phenomenally easy, and a temporary check to the heavy outgo of gold is noted. Some benet ts from climatic conditions are noted, likewise some drawbacks. Dun's Review, published by R. G. Dun &. Co., the mercantile agency, Chiccgo. says of Chicago trade: Traffic suffered from the protracted severe weather, the movement of commodities being subjected to further delays at various western points. Transportation difficulties are reflected in the increased loss of operation and smallei earnings of railroads, but the offerings of heavy freight are well maintained, and the outlook ha? improved for larger passenger carrying. Th same adverse cause also interrupted distributive activity, and retail trade slightly receded in leading lines. Receipts of farm products and live stock are seen to be lower, and flout forwarding also declined, but grain and provision shipments made a little gain. Values of the leading foodstuffs and live stock were firmer, and the packing houses worked close to capacity, the demand being stronger for their pro duct. Receipts of hides were 3,375,052 pounds, against 2,C3G,500 pounds a yeai ago. Grain shipments, 2,434,029 bushels, are 5.4 per cent over those of the cor responding week last year. The re ceipts aggregated 3,454,901 bushels, acralnst 4.V93.495 bushels. Board of Trade transactions reached a fair vol ume, and prices advanced over the closing a week ago, corn and oats being strongest Provisions were In good demand, export sales showing larger, and prices closed with a small gain. Live stock receipts were 321,377 head, against 291.SS4 head a year ago. All the choice grades were readily market ed at better prices, hogs and sheep :loslng 15 cents a hundred weight high er and cattle 5 cents. Bank clearings, $199,006,530, are 47.G per cent over those a year ago, when the week Included a holiday. The large gain to some extent is due to the pay ments for City railway stock.
