Seoul, Jan. 2.". Korean soldiers and police at i'yengyan, disguised as robbers, have looted all tbe wealthy native houses. Foreigners are growing very uneasy over the condition of affairs. Tbe natives seemingly are apathetic. Washington, Jan. 23.-The state department has received official Information of an attack by a mob of native Koreans on an electric car in Korea, tbe line being owned by United Statesans. because of the fact that it had killed a Korean. The news came in tke following cablegram from Minister Al!cn at Seoul: "This morning on the electric railway, which is the property of American citizens, a Korean was accidentally and unavoidably killed. Thereupon a mob of natives attacked and partially destroyed the ?ar. The operators of the car would have been injured had it not been for the presence of mind and action of our guard, and a serious riot would have occurred." Marines to the Kescue. Although there have been previous reports of disturbances in Korea this is the first mob-attack made thus far on property of citizens of this country. The railroad is owned and operated by II. lt. 1 ostwick, of San Francisco, and II. Collbran, both citizens of the United States. It runs through the heart of SeouL the Korean capital. The guard which made the rescue came from the United States legation. It consists of 100 marines, who were sent there some time ago to be on hand for the protection of United States citizens and their property. Korean Conditions Cri'lcal. Reinforcement of this guard has been uregd, and could be made in a week's time by details of marines from the Philippines, but nothing has been decided on this ioint. Conditions in Korea are recognized to be critical, and the state department Is keeping in close touch with the situation.
