"It has been decided that the Venezuelan difficulty shall be arbitrated, and the discussion of terms of settlement is now going on. United States Minister Bowen undoubtedly -will be one of the arbitrators. The government fears that coercive measures will follow the establishment of the blockade, Caracas, Dtc. IS. Indications here are that Venezuela will yield to the demands of the allies. It is signed by all the leading merchants, bankers and agriculturalists of Caracas. It refleets truly the consensus of current opinion in the business element of this city. Going: to DIkou Wji and Means. The men who signed .the note will meet aprain to discuss ways and means of obtaining mouey with which Venezuela can meet her obligations, as well as the guarantees which It will be possible to offer to her creditors. The note Is as follows, dated Caracas, Dec. 17, 1902. and addressed to the president of the United States of Venezuela: Castro Asked for the Advice. "Sir: The undersigned having met with the purpose of offering their aid to the government of Venezuela in the present conflicting situation, which has been created by the aggressive attitude of Germany "and Great Britain, and upon your request to give our opinions in writing we address you in the following terms: Time to Yield Da Arrived. "In view of the acts of violence already committed and of the absolute impotence of Venezuela to meet force with force in response to the allied action of Germany and Great Britain; In view of the fact that Venezuela has exhausted all the means required by civilization and diplomacy to put an end to the present situation, and the government and the people of Venezuela having complied honorably and worthily to the demands of national honor, we consider, with all due re spect, that the moment to yield to force has arrived. , Bowen Given Carte Blanche. TVe therefore respectfully recom mend that full powers be given to the minister of the United States of North America, authorizing him to carry out proper measures to terminate the pres ent conflict in the manner least prejudicial to the interests of Venezue la." VENEZUELAN PRIDE WOUNDED Castro Quits In the Midst of War-like Preparation Change of Feeling. Theawakening of the Venezuelan people to the present situation of thehr country Is accompanied by feelings of bitterness and sorrow. Their fleet has been destroyed and their pride has been deeply wounded, but they are resigned to accept the affront which they consider has been offered them by the allies. During the last ten ckiys President Castro has acted with extra ordinary energy. He has transformed the entire country into a vast camp, having raised more than 40,000 men, whom he has well armed, equipped and transported from every direction to La Guayra and Puerto Cabello, In the expectation that the allies would attempt to land at one or both of these points. But there has been a change of feel ing, and the prominent men of Venezuela who were 'at one time ready to lead the people in the defense of their country now consider that Justification to take the men of the republic away from their families and their work does not exist, They have resolved to discover a means to bring about ar titration, or at least treat with the allies. A member of the ministry said to the correspondent of the Associated Press: "The United States has not prevented the allies from assailing us, but it has obliged them to accept our terms.

Says m Blockade Will Be the Next Step if Venezuela la Obstinat. London, Dec 18. "If the seizure of Wenezuelan gunboats does not result jag we all hope, It will be necessary to
proceed to a blockade." In the speech in the house of commons yesterday during which Fremier Balfour made the above statement he conveyed the Impression of possible though as yet unnecessary further hostilities, but that also arbitration on the same basis might be accepted. The premier then said that in the event of a blockade, no difference would be made between the ships of
neutral powers, who would not be consulted. He then ridiculed the idea of a peaceful blockade, saying: "I think t quite likely that the United States government would not think there is such a thing as a pacific blockade, and I personally take the same view that evidently a fblockade dees in volve a state of war," and the house expressed its approbation. Throughout the discussion the tenor of questions and answers showed re gard for the views of the United States. Balfour assured the house that he papers' in the Venezuelan matter were In course of being prepared as rapidly as possible, and he said they would Include the communications with reference to Venezuela that had passed between bis majesty's govern ment and the United tates. Pern To Be Squeezed by France? Lima, Peru, Dec. 18. The French egation herepresented to the Peruvian government on Nov. S of this year a claim for $10,071.940 in favor of the Dreyfus Bros., of Paris, In accordance with the finding of a court of arbitration. Up to the present time the government has made no reply to the presentation of this claim, and it Is probable that the French legation will reterate its request for a settlement in stronger language. GRAIN DRILL COMBINATION lias a Capital of $20,000,000, with Its Headquarters Located at Springfield. O. Its Composition. Springfield, 0., Dec. 18. The head quarters of the grain drill combinaion, which has a capital stock of 20,000,000, will be In this city, where the two largest factories in the United States are located the Superior Drill company and P. P. Mast & Co. The other concerns in the combination are the Hoosier Drill company, Rich mond, Ind.; Empire Drill company, Sortsvlile, X. Y.; Brennan & Co., Louis ville, Ky.; DJvagiac Manufacturing company, Dowagiac. Mich., and the Blickford & Huffman Co., of Macedon, x. y. There are a few other smaller con cerns which will be taken in later on. The final details of the merger will be concluded within the next two weeks. The New York capitalists are financing the new company, but it is stated that J. P. Morgan Sc Co. are not interested. Senate and House in Brief. "Washington, Dec. 18. The senate yesterday received from the president he Cuban reciprocity treaty, and re ferred it at once. The senate passed he pension bill $139,847,000 without discussion, and the urgent deficiency bill $1,148,400 including an item of $500,000 to enable the secretary of agri culture to stamp out the foot and mouth disease. The balance of the day was devoted to the militia bill and eulogies on the late Senator Sewell, of New Jersey. Adjourned to Saturday. The house suddenly had sprung up on it a discussion of the trusts, and by a Democrat, at that; but though his action was plainly out of order no one challeneged It and the issue was taken up and Hepburn's bill, as an amend ment to the legislative appropriation bill, was adopted without division and the bill passed. The amendment ap propriates $500,000 to enforce the Sher man anti-trust law, the money being made Immediately available. Vaccination Fight Is Over. Gas City, Ind., Dec. 20. The bitter contest between the city authorities and people who are opposed to vac cination has ended by the authorities rescinding the vaccination ordinance. Children are to be admitted to the public schools whether they are vaccinated or not. It is thought that this action was brought about by the death of the mayor's son, who died from the effects of vaccination. Suits filed in court by the anti-vacclnationlsts will be withdrawn. HIS SET THE WHISTLE WIDE OPEN Which Brought Help to a Man Who Was in Danger of Death from Loss of Blood. Gas City, Ind., Dec. 18. Fred Bea con, engineer at the city waterworks, while alone at the plant, was making repairs on the flywheel. He was using a crowbar to dislodge a heavy piece of steel. The crowbar slipped and Beacon fell between the flywheel and engine. In falling. Beacon's arm was caught on a large set-screw and was badly torn. The Injury was a painful one and the wound bled profusely. As he was growing faint from loss of blood, Beacon staggered to the telephone and called his wife.. Then he opened the valve of the, big steam whistle and sounded an alarm ' that was heard over town. People who live near the waterworks rushed to the place to learn the cause of the alarm. They found Beacon in a pool of . blood. The injured man was taken to the office of Dr. Conley and thirty-eight stitches were required to close the gap in his arm. . It is said that Beacon would have bled to death If he had not blown the whistle for help. Death of a Philanthropist. Atlantic, la., Dec. 19. Thomas Meredith, a wealthy philanthropist of Cass county, died at his home near Lewis yesterday. One of his last acts was a gift of $5,000 and a site for a Y. M. C. A. building in this city. Followed His Mother Quickly. New London, Conn., Dec. 18. Chas. Chappell, aged 51, of Chicago, who came here to attend the funeral of his mother, fell dead on the street last night. Brova County's Gold Fields. Indianapolis, Dec. 18. Frank F, Taylor, the western miner, has returned from a prospecting trip In the Johnson, Morgan and Brown county gold fields and says he does not know just how rich the dirt is, but he thinks tnat If the land owners want to risk s. little money, thorough tests by xneth I ods used in the west, can be made.

Actress Who Is Beins: Prosecuted for Claiming a Dead Man's Fortune. CLAIMS TO BE A COMMON LAW WIFE State Has Few Witnesses and it Looks Like the Woman "Would Prove Her Claim. New York, Dec. 18. The first wit ness In the trial of Miss Laura Biggar, Dr. Charles C. Hendricks and Samuel Stanton, for alleged conspiracy to get the estate of Henry M. Dennett, was A. V. D. Watterson. of Pittsburg, coun sel for P. J. McNulty, one of the ex ecutors of Bennett's estate and a bene ficiary under the will. Watterson said 45 LAURA BXGGAB. Dr. nendricks told him last June that he would either claim for Miss Biggar her share of the estate under the will, ay claim to the whole estate for her as the common law wife of Bennett, or put in a claim for the services she had rendered Bennett during the last years of his life. In July Dr. Hen dricks was still undecided. About a Blank Certificate, Henry Croft, clerk in a New York stationary store, testiried regarding the blank certificate signed by Stanton, former justice of the peace, setting orth the alleged marriage of Miss Biggar and Bennett. "Witness said certificates of the kind said to have been used by Stanton were printed Dec. 23, 1900. The date of the mar riage certificate was Jan. 2. 1S9S. Secretary Joseph Tucker, of the Hoboken board of health, testified that Stanton asked, him to enter the marriage on the records, and that he refused. Prosecution Has a Short Case. Louis Pogasi, of Hoboken, who owned the house in which Justice of the Peace Stanton lived in 1S9S, when the marriage Is alleged to have been performed, testified that at that time there was no "justice" sign on the house. Surprise was expressed when It was announced that this closed the case for the prosecution, as It was gen erally believed that the state had much additional evidence of an important character. Testimony for the Fair Defendant. J. W. McConville, Miss Mggar's first husband, was the first witness for the defense, and testified that he met his former wife and Bennett at Belmar in the summer of 1900, when Bennett told him he had married her. Joseph Darrow testified that when Miss Big gar was playing in Bennett's theater in Pittsburg on New Year's eve, 1900, Bennett told him that she was his wife. Dr. J. W. Conelly, of Bayonne, testified that he was present at the birth of Miss Biggar's child in Ilendrix sanatorium. HAS AN IMPORTANT BEARING Colorado Court Decision That May Elect the New United States Senator from That State. v Denver, Dec. 18. The court of ap peals dismissed the writ of mandamus granted by District Judge Palmer re quiring the state board of canvassers to certify the election of C. A. Cooper (Rep.) instead of J. T.Whitelaw (Dem.) as representative from San Juan coun ty, holding that the courts had no right to interfere thus with executive officers in the performance of their duties. This decision has an important bearing on the election of United States senator, for it leaves the state board of cauvassers at liberty to seat two Democrats whose seats had been contested. If . certain certificates are given to both Democrats the house will consist of thirty-three Republicans and thir ty-two Democrats, and the Democrats are hopeful that with a majority of only one the Republicans will be thwarted In their attempt to unseat the Democratic members from Araphoe county and thus secure a majority on Joint ballot Gets a Verdict of Not Proven. Washington, Dec. 18. In the case of B. F. DeBraun, a store keeper and gauger in the office of the collector of Internal revenue at Terre Haute, Ind., charged with making collections tor political purposes the solicitor of the treasury finds that the evidence is too conflicting to warrant dismissal and he will be allowed to continue in his pres ent employment. Boiler Expiion Is Fatal. El wood,- Ind., Dec. 20. Lern Sam nets was fatally and another workman vras seriously burned by the explosion of a boiler lu the John Lee sawmill at Omega, six miles southwest of here. The mill was completely wrecked and pieces of the boiler - landed 500 feet away. Elwood to Have a New Bank. , Anderson, Ind., Dec, 20. It Is announced here that capitalists of this city and Elwood will establish a new bank at Elwood, and that it will be open early In the new year. The turkey crop of Indiana is cornered in Indianapolis. The promoters of the corner have secured control of the bulk of the turkeys now In the state. They have operated through dealers through the country, buying only dressed, stock. This has been placed in cold storage until time for the spring trade. The turkeys cannot be had by Indianapollans at any price, as they are intended for the New York market. A representative of a New York firm has managed the deal. lie says he has now in storage about 500,000 pounds of turkeys. This amount, he says, comprises all of the dressed turkeys In Indianapolis with the exception of one lot of 10,000 pounds owned by a local poulterer. He indicates that he Intends to buy these also. Demenway for Governor. Indianapolis, Dec. 20. A special from Washington says: "Just before Hemenway. of the First Indiana dis trict, left for Indiana he authorized the hrst formal announcement of his can didacy for the Republican nomination for governor of Indiana. A decision has been handed down by the United States court of appeals In the case of the Westinghouse Airbrake company against the New York Airbrake company, reversing the lower court, which rendered a decision in favor of the plaintiffs and granted It an injunction against the defendants. The suit in question involves what is known as the engineers' valve of the brake.
