The following letter, addressed by Mr. Web;ster to the Hon. Mr. Bolton, of Georgia, ! eight yean ago, will erve to show the groundlessness of Mr. Cutbbert's conduct: New York, May 17, 1833. MiPeah Sir: I hnTe received your letter of lnt evening, reciuestins me to stat ra; opinion oOths powers of Congress on tbc subject of slaves nnd slavery, and of the existence of any wish or design on the part of Northern men to interfere with the security or regulation of that species of property. My sentiments on this sitbiect, my dear cir, have been often publicly expressed; but I can have no objection to repeat the dec laration cf them if it be thought by you that such a declaration might, iu the smallest desrree.nid the friends of union and the Constitution in the South in di?pcliinK prejudices which are so industt iously fostered, and in quieting agitations so unnecessarily kcnt alive j in my opinion, the domestic slavery of j the Southern State is a subject within the j exclusive control of the States themselves; Rni' thi' I m sure, is the opinion of th wnoie .North. I cannot se.y that particular individuals iiiisht not possibly be found who suppose that Congress may po;sess some power over the subject, but J do net know any such persons, and, if there bo any, I am sure they are few. The servitude of so great a portion of the population of the South i3 undoubtedly regarded at the North as a ereat evil, moral and political; and the discussions rpon it w hich have recently taken place in the Legislatures of several of the slave-holding States have been read with very deep interest. A SEappj' IJIundcr. - The following humorous story, in which .Mr. Hulkley, tho first minister of the town .fC. 1cli.M.i, (Ci.) was concerned, is lion i nn o!(1 publication "The Rev. Mr. Bulklcy, of Colchester, Ct. was famous in his day as a casuist and sage counsellor. A church in his neighborhood had fallen into unhappy divisionsj IJuIk!ev for his advice, vrith a request that ,. . . . . .. ' he would send it lo them in writing. TlnT matters were taken into serious consideration, and the advice with much deliberation committed lo writing. It so happened, that Mr. Lulkley had a film in an extiemc part of the town, upon which ho entrusted a tenant; and to whom he must have been about transmitting a letter at the same lime; in super-scribing the two letters, the one for the church was directed to the tenant, and the cue for the tenant to the church. The church was convened to hear the advice which was to settle oil disputep. The Moderator read as follows: "You icill see to the repair of the, fences, that they arc built high and .strong, and yov will tal e special care of the old black fctZZ.'" This mystical advice puzzled the church at firs', but an interprctor among tho more d'scrrning ones, was found, who said, Ircihren,th:s is the very r.dvico we most need; the direction lo repair the fences is to admonish us to take good heed in the admission nnd government of our members, wo must guaid tho church by our Master's laws, cud keep out strange cattle from the fold. And we must in a particular manner set a watchful guard over thu Devil, the old black bull who has done tw so much hurl of bite. All perceived. the wisdom and fitness ofMr. Bulkley's advice, and resolved to b5 governed by il. The consequence was, all the animosities subsided, nnd Ihe harmony was restored to tho long afflicted church. What the subject of the letter sent lo the tenant was, and what good effect it had on bim, the story does not tell."
