Secretary Carlisle has definitely de-* cided to locate in New York on March 4 for the practice of law. This statement has been sent out by certain correspondents, although at the treasury department it is believed to be premature at least. It is understood there that the secretary has reached no conclusion as to whether he will locate in New York or Louisville.
