Under the heading of ‘A Harmless Bolt’' the Republican says that Utah. Montana and Nevada, have each two electoral votes. Every school boy knows that the constitution of the United States provides that the number of electoral votes of ■each state shall equal the number of senators and representatives of each state; and further that the constitution provides that each state shall be entitled to two senators and at least one representative.
