Peoria, 111., Oct. 10. —The principal events of the second day’s session of the Illinois Federation of Labor were the development of a movement in behalf of Cuba and the presentation and consideration of the report of Secretary and Treasurer Groves, of Chicago. Some changes were made in the constitution, as regards the per capita tax. At the afternoon session the convention indorsed the recommendation made in the president's address, advocating a state constitutional convention. A resolution was adopted expressing sympathy with Debs, , but stating that the federation did not indorse his warfare against trade unionists.
