For Ohio River Improvement.

Cincinnati, Ohio, Oct. 10.—By the adoption of a constitution and by-laws a permanent organization of the Ohio River Improvement association was perfected here yesterday. The plan of M. R. Sulzer of Madison, Ind., for an Ohio river commission similar to the Mississippi and Missouri river commissions was adopted, but afterward reconsidered, and the executive board authorized to represent the association in Washington and elsewhere.
