London, March 14.—The Berlin correspondent of the Standard says 1.0 learns that China is willing to concede to Japan the islands she desires, including Formosa, if France will give j er consent, but that she will not Concede an inch of territory in Manchuria. The correspondent further says that the Chinese envoy in St. Petersburg has, by means of secret concessions, cured the Czar’s promise to oppose any Japanese designs in Manchuria.
