The Vice President Signs the Bill.

Washington, Aug. 10.— At l2:Jfi. p. m. Wednesday the vice president announced’his signature to the tariff bill Senator Harris had on his desk a letter from the secretary of the treasury bearing upon the question of fre» sugar, and it will be read in the senate during the morning hour. It is understood that Secretary Carlisle opposes free sugar for the reason that if thia revenue of §43,000,000 off the treasury will be compelled to issue bonds.
