Coin the Seigniorage.

By this sudden cutting of the Gordian knot by taking the responsibility of issuing bonds, Mr. Carlisle has partly settled the problem of a treasury deficit. But,the St. Louis Republic believes,not wholly. Revenues are still falling behind and expenses contiqae. Ilis bond issue makes it easier to utilize the silver seigniorage. There can be no trouble about ordering the coinage of this now idle siiver and issuing bonds against it. These notes will have the treasury behind them and will be as good in every respect as any currency outstanding. They will go into circU' lation and at least temporarily increase the supply of money in the hands o' the people.
