The result was satisfactory, and it is urged that the institution should have a College charter. It has now a fund which will produce towards its support about two thousand dollars annually. It is recommended to apportion punishments to crimes more justly than is dons by the exiling code that a distinction bo made between graud and petit larceny and that no one be sentenced to the Penitentiary for a less term than three years. The propriety of a small annual appropriation for the improvement of the White l ivers is suggested ai d urged.
